Pursuant to Virginia Code § 15.2-407, the county administrator is designated by the board of supervisors as clerk of the board. The county administrator shall keep the board advised as to the financial condition of the county. He shall submit to the board monthly, and at such other times as may be required, reports concerning the administrative affairs of the county, as well as make recommendations to the board concerning the affairs of the county and its departments, officers and agencies as he deems proper. Under the direction of the board, the county administrator, for informative and fiscal planning purposes only, shall prepare and submit to the board a proposed annual budget for the county. The county administrator shall also audit all claims against the county and pay all authorized claims against the county.
